Fire Risk Assessment North Yorkshire

For premises covered by the Regulatory Reform (Fire Safety) Order 2005, the Responsible Person has duties relating to fire safety. North Yorkshire County Fire and Rescue Service explains that this responsibility rests with the person responsible for the premises rather than the fire and rescue service.

North Yorkshire guidance describes five key stages: identifying fire hazards, identifying people at risk, evaluating and reducing risk, recording findings and providing emergency arrangements and training, followed by regular review.

Since the changes introduced through the Building Safety Act 2022, Responsible Persons must record fire risk assessments and fire safety arrangements in full, regardless of the size or purpose of the business or premises.

A fire safety log book can provide evidence of premises maintenance and staff training. North Yorkshire County Fire and Rescue Service says its officers may ask to see evidence of maintenance and training when auditing compliance.

Where premises, activities, occupancy or fire precautions change, the fire risk assessment should be reviewed to consider how those changes affect risk and whether additional measures are needed.

For multi-occupied premises, cooperation and coordination between Responsible Persons can be particularly important where different organisations, occupiers, owners or managing agents have responsibility for parts of the same building.

North Yorkshire Fire & Rescue Service also provides guidance on Residential Personal Emergency Evacuation Plans (RPEEPs), introduced for certain residential buildings from 6 April 2026. Where the regulations apply, Responsible Persons have additional duties concerning residents who may need assistance to evacuate.
